Senior government officials, public sector leaders and executives from more than 15 African countries are expected to converge in Accra, Ghana, in October for the 7th Africa Public Sector Conference and Awards (APSCA 2026).
The conference, organised by InstinctWave Group, is scheduled to hold from October 14 to 16, 2026, at the Kempinski Hotel Gold Coast City in Accra.
The event will be held under the theme, “Governance 2030: Resilient Institutions for a Digital, Green & Secure Africa,” with discussions focused on institutional reform, digital government, public finance, energy governance and other issues affecting Africa’s public sector.
Nigeria, Kenya and Ghana are expected to feature prominently in the programme, with senior political and public sector officials participating in discussions on governance and institutional development.
12 forums to focus on governance priorities
APSCA 2026 will feature 12 specialised forums covering major areas of public sector development.
The forums will focus on governance and institutional leadership, women in the public sector, energy, public procurement, public finance, trade, digital government, education, public private partnerships, ESG and sustainability, customer experience and youth empowerment.
According to the organisers, the programme is designed to examine governance from multiple perspectives, bringing together government, businesses, technology providers, civil society organisations and development institutions.
The conference will also feature the Made in Africa Festival, an exhibition focused on African public sector solutions, technology, trade and economic opportunities.
The event will culminate in the APSCA Awards, which will recognise leaders, institutions and project teams involved in public sector initiatives across the continent.
APC chairman to lead Nigerian delegation
Nigeria’s participation is expected to receive particular attention, with the National Chairman of the All Progressives Congress (APC), Prof. Nentawe Goshwe Yilwatda, expected to lead a delegation comprising governors, ministers, chief executives and public policy leaders.
Yilwatda is scheduled to deliver a keynote address titled, “The Party as Platform: How Governing Parties Can Architect Digital, Green and Secure Governance for 2030.”
The session is expected to examine the role of governing political parties in shaping institutions and policies through which electoral mandates are implemented.
The APC chairman is also expected to discuss Nigeria’s governance and development trajectory under President Bola Tinubu, including institutional reforms associated with the administration’s Renewed Hope Agenda.
His participation will bring a political dimension to discussions that will largely focus on public administration, institutional performance and public sector transformation.
Yilwatda’s background in digital technology and development, as well as his previous role as Minister of Humanitarian Affairs and Poverty Alleviation, is also expected to feature in discussions around technology, social impact and institutional development.
Kenya to showcase public sector innovations
Kenya will also have a high level presence at the conference, with Hon. Felix Koskei, Chief of Staff and Head of Public Service of Kenya, expected to lead the country’s delegation.
The Kenyan delegation is expected to include senior government officials, chief executives and managing directors of public institutions and state owned enterprises, policymakers and other public sector leaders.
Kenya is also expected to showcase public sector innovations and institutional initiatives at the Made in Africa Festival.
The participation of Nigeria and Kenya is expected to provide a platform for officials from both countries to exchange experiences on institutional reform, digital government and public sector transformation.
Ghana to lead energy governance discussions
Ghana’s National Petroleum Authority (NPA), which is serving as Gold Sponsor of APSCA 2026, will lead the Africa Energy Governance and Sustainable Development Forum.
The forum is expected to bring together policymakers, regulators, energy executives and other stakeholders to discuss energy governance, regulation, investment and energy security.
The organisers said the discussions will examine how African countries can expand energy access and support economic growth while developing more resilient and sustainable energy systems.
Energy governance has become increasingly linked to industrialisation, digital infrastructure, investment, climate resilience and competitiveness across African economies.
Organisers highlight institutional resilience
Akin Naphtal, Group Chief Executive Officer and Group Publisher of Public Sector Global Magazine, said the conference comes at a time when African governments face increasing pressure to strengthen public institutions.
“As Africa looks toward 2030, the true test of leadership is shifting from the eloquence of campaign promises to the durability of public institutions,” Naphtal said.
He said the conference has, over the past seven years, provided a platform for discussions around public sector excellence, adding that technological change, climate pressures and changing citizen expectations require governments to rethink governance frameworks.
“Bringing together heavyweights like Nigeria and Kenya under one roof creates an unprecedented platform for practical knowledge exchange, enabling political and administrative leaders to build state mechanisms capable of weathering economic disruption,” he said.
Naphtal also said the participation of political party leaders alongside public service heads reflects the need to connect political mandates with institutional capacity, digital infrastructure and sustainable energy policies.
He said APSCA 2026 is designed to strengthen the link between policy formulation and public value delivery across African public sectors.
