BPSR ranks NCC among top three MDAs for best website performance in 2025

The Bureau of Public Service Reforms has ranked the Nigerian Communications Commission among the top three Ministries, Departments, and Agencies of the Federal Government with the best website performance for 2025.

The recognition comes barely three weeks after the telecom regulator was named one of the top five best-performing federal agencies by the Presidential Enabling Business Environment Council.

This reinforces the Commission’s reputation for sustained investment in digital infrastructure and service delivery.

NCC places second among 235 MDAs

According to the BPSR 2024 2025 scorecard on MDA website performance, the NCC ranked second out of 235 agencies whose websites were evaluated.

Galaxy Backbone Limited emerged first, while the Nigeria Export Promotion Council placed third.

The assessment was based on 14 criteria, including compliance with the gov.ng domain, website appearance and aesthetics, quality and relevance of content, alignment with agency mandate and government policy, and overall website structure.

Other parameters covered responsiveness across devices, security, load time, usability, uptime, functionality, interactivity, accessibility, and capacity building.

Award presented in Abuja

The ranking was officially announced during the release of the Federal Government 2024 2025 Scorecard Ranking for MDA websites at the Federal Ministry of Finance Auditorium in Abuja on Monday, December 22, 2025.

The award presentation followed on Tuesday, December 23, 2025, at the BPSR headquarters.

The award serves as a key performance index under the National e Government Masterplan, which tracks Nigeria’s progress in digital governance and online service delivery.

NCC describes recognition as encouragement

Receiving the award on behalf of the Executive Vice Chairman of the NCC, Dr Aminu Maida, the Executive Commissioner for Technical Services, Abraham Oshadami, thanked the BPSR for the recognition.

He described the award as an encouragement for the Commission to further strengthen its role as a digitally driven public institution, noting that the NCC’s web presence is a critical tool for enhancing service delivery and supporting the Federal Government’s ease of doing business agenda.

While presenting the awards, the Director General of BPSR, Dasuki Arabi, commended the top three agencies for maintaining world class websites that align with the Federal Government’s policy direction on efficient and effective service delivery.

He said the 2024 2025 ranking reflects a broader commitment by public institutions to transparency, accountability, and openness in governance, while also aligning with global best practices.

Arabi noted that the annual scorecard, introduced about six years ago, has encouraged more MDAs to embrace reforms and align with the Renewed Hope agenda of the current administration, which prioritises improved governance and service delivery.

Rigorous evaluation process

According to the BPSR Director General, the ranking process involved a rigorous evaluation by a scorecard jury drawn from inter ministerial agencies. The jury assessed selected MDA websites against established criteria, with the final outcomes subjected to quality assurance checks to validate the results.

He added that the scorecard exercise forms part of BPSR’s broader reform mandate, aimed at improving access to government information, facilitating seamless transactions, reducing corruption and cyber risks, and enhancing citizens’ access to public services through digital platforms.
